Board members are elected At Large and by Place from the District at large and serve a 4 year term. To be qualified to serve as a director of a municipal utility district, Section 54.102 of the Texas Water Code requires that a person be at least 18 years old, a resident citizen of the State of Texas, and either own land subject to taxation in the district or be a qualified voter within the district.

The day-to-day operations of the District are managed by the General Manager.

The Board of Directors adopted Bylaws: Organization, Procedures, Travel Expenditure Policy, Professional Services Policy, Management Information Policy and Code of Ethics Bylaws of the Board of Directors to ensure the highest level of service to all customers of the District, residents of Trophy Club, and the public.
